\u91cd\u5fb7 Lee<sup>\uff0c<\/sup>s Ceasefire Transfer Plan for Ending Russia-Ukraine War; LCTPERUW)\uff0c\u82f1\u6587\u7248\u517181\u9801\/\u517117673\u5b57\uff0c\u4e2d\u6587\u7248\u517158\u9801\/\u517127979\u5b57\u3002<\/p>\n<p>\u96d6\u7136\uff0c\u548c\u5e73\u5354\u5b9a\u7684\u5167\u5bb9\u6587\u5b57\u4e26\u4e0d\u591a\uff0c\u4f46\u662fLCTP\u537b\u5fc5\u9808\u7528\u5927\u91cf\u7684\u7ae0\u7bc0\u4f86\u4f5c\u92ea\u9673\uff0c\u9996\u5148\u8981\u8b93\u5168\u4e16\u754c\u5c0d\u65bc\u9019\u4e00\u5834\u6230\u722d\u7684\u4f86\u9f8d\u8207\u53bb\u8108\u4ee5\u53ca\u9019\u4e00\u5834\u6230\u722d\u7684\u5f8c\u679c\u8207\u6559\u8a13\uff0c\u6709\u4e00\u500b\u53ef\u4ee5\u8b93\u4e0d\u540c\u9663\u71df\u7684\u4eba\u96d6\u7136\u90fd\u4e0d\u5341\u5206\u6eff\u610f\u4f46\u662f\u90fd\u53ef\u4ee5\u63a5\u53d7\u7684\u7acb\u5834\u8207\u60c5\u5883\u7684\u9673\u8ff0\uff0c\u5176\u6b21LCTP\u9084\u8981\u63d0\u51fa\u4e00\u500b\u8b93\u6709\u4e3b\u6b0a\u722d\u57f7\u7684<u>\u4fc4\u7f85\u65af<\/u>\u8207<u>\u70cf\u514b\u862d<\/u>\u90fd\u53ef\u4ee5\u52c9\u5f37\u63a5\u53d7\u7684\u9818\u571f\u4e3b\u6b0a\u5b89\u6392\uff0c\u6700\u5f8c\u5247\u662f\u76f8\u95dc\u7684\u6230\u640d\u7684\u8ce0\u511f\u8655\u7406\u5b89\u6392\uff0c\u56e0\u6b64LCTP\u5c31\u5fc5\u9808\u5beb\u51fa\u9019\u9ebc\u591a\u7684\u5167\u5bb9\u4f86\u3002<\/p>\n<p>\u9664\u4e86\u91cd\u5fb7\u6240\u63d0\u51fa\u7684\u300a\u674e\u6c0f\u505c\u706b\u63db\u624b\u8a08\u756b\u300b(LCTP)\u4e4b\u5916\uff0c\u76ee\u524d\u6709\u95dc\u300c\u4fc4\u70cf\u6230\u722d\u300d\u8abf\u505c\u7684\u548c\u5e73\u5354\u8b70\u8179\u6848\u53ea\u6709<u>\u7f8e\u570b<\/u>\u524d\u570b\u5bb6\u5b89\u5168\u9867\u554f<u>\u5b63\u8f9b\u5409<\/u>\u7684\u300c\u90e8\u5206\u64a4\u8ecd\u300d\u7248\u672c\uff0c\u4ee5\u53ca<u>\u4e2d\u5171<\/u>\u63d0\u51fa\u768412\u9ede\u548c\u5e73\u539f\u5247\u3002\u4f46\u662f\uff0c\u524d\u8005\u5df2\u7d93\u70ba<u>\u70cf\u514b\u862d<\/u>\u653f\u5e9c\u65b7\u7136\u62d2\u7d55\uff0c\u5f8c\u8005\u63d0\u51fa\u300c\u5c31\u5730\u505c\u706b\u300d\u7684\u548c\u8ac7\u539f\u5247\uff0c\u4e5f\u88ab\u897f\u65b9\u570b\u5bb6\u8a8d\u70ba<u>\u4e2d\u5171<\/u>\u662f\u5728\u523b\u610f\u7dad\u8b77<u>\u4fc4\u7f85\u65af<\/u>\u76ee\u524d\u6240\u4fb5\u5360<u>\u70cf\u514b\u862d<\/u>\u9818\u571f\u7684\u65e2\u5f97\u5229\u76ca\uff0c\u56e0\u6b64\u4e5f\u88ab\u5404\u570b\u6240\u8a6c\u75c5\u3002\u800c\u552f\u6709\u91cd\u5fb7\u7684\u300a\u674e\u6c0f\u505c\u706b\u63db\u624b\u8a08\u756b\u300b(LCTP)\u517c\u9867\u4e86\u73fe\u5be6\u8207\u7406\u60f3\uff0c\u59a5\u5584\u904b\u7528\u6642\u9593\u8207\u7a7a\u9593\u7684\u8981\u7d20\uff0c\u800c\u69cb\u6210\u4e86\u4e00\u500b\u591a\u5143\u5171\u540c\u76e3\u7763\u7684\u53ef\u9577\u53ef\u4e45\u7684\u548c\u5e73\u5354\u8b70\u3002<\/p>\n<p>\u5176\u5be6\uff0c\u91cd\u5fb7\u5728\u300c\u4fc4\u70cf\u6230\u722d\u300d\u524d\u5169\u500b\u6708(2021\/12)\u5c31\u5c07\u81ea\u5df1\u6240\u9810\u7aba\u5230\u7684\u5373\u5c07\u4f86\u5230\u7684\u9019\u5834\u6230\u722d\u7684\u767c\u751f\u539f\u56e0\u3001\u6642\u9593\u3001\u7d50\u679c\uff0c\u5beb\u4fe1\u544a\u77e5\u5c0d\u5cb8\u7684\u9818\u5c0e\u4eba<u>\u7fd2\u8fd1\u5e73<\/u>\u8207<u>\u70cf\u514b\u862d<\/u>\u7e3d\u7d71<u>\u6fa4\u502b\u65af\u57fa<\/u>\u3002\u524d\u8005\u4fe1\u4e4b\uff0c\u800c\u77e5\u300c\u7284\u89d2\u6230\u7565\u300d\u5be6\u70ba\u300c\u9ec3\u96c0\u8a98\u6230\u300d\uff0c\u6545\u4e0d\u914d\u5408\u51fa\u5175\u6b66\u7d71<u>\u81fa\u7063<\/u>\u3002\u5f8c\u8005\u4e0d\u4fe1\uff0c\u56e0\u5fd8\u6230\u800c\u62db\u6230\u3002<\/p>\n<p>\u91cd\u5fb7\u5728\u8a72\u4fe1\u4e0a\u9084\u544a\u77e5\u8aaa\u300c\u4fc4\u70cf\u6230\u722d\u300d\u5c07\u4f7f<u>\u4e2d\u570b<\/u>\u7372\u6709\u5de8\u5927\u7684\u7d93\u6fdf\u5229\u76ca\uff0c\u4e26\u6703\u8abf\u6574<u>\u4e2d\u4fc4<\/u>\u7684\u5c0a\u5351\u95dc\u4fc2\u3002\u91cd\u5fb7\u5728\u4eca\u5e74\u4e8c\u6708\u5beb\u4fe1\u7d66<u>\u7fd2\u8fd1\u5e73<\/u>\u4fc3\u8acb\u4ed6\u51fa\u9762\u4f86\u8abf\u505c\u300c\u4fc4\u70cf\u6230\u722d\u300d\u6642\uff0c\u4fe1\u4e2d\u4ea6\u8a00\u76ee\u524d\u6642\u6a5f\u6210\u719f\uff0c\u4e14\u82e5<u>\u4e2d\u5171<\/u>\u63a1\u884c\u300a\u674e\u6c0f\u505c\u706b\u63db\u624b\u8a08\u756b\u300b(LCTP)\u4f5c\u70ba\u548c\u5e73\u5354\u8b70\u8179\u6848\uff0c\u5247<u>\u4e2d\u5171<\/u>\u5c07\u53ef\u8207<u>\u6b50\u76df<\/u>\u5171\u540c\u64d4\u8ca0\u8a72\u4e3b\u6b0a\u722d\u8b70\u5340\u57df\u7684\u7dad\u548c\u90e8\u968a\u9054\u5341\u5e74\u671f\u9593\uff0c\u8db3\u4ee5\u8b93<u>\u4e2d\u570b<\/u>\u5728\u5168<u>\u6b50\u6d32<\/u>\u91cd\u65b0\u5efa\u7acb\u8d77\u65b0\u5f71\u97ff\u529b\u3002<\/p>\n<p>\u7531\u65bc\u300a\u674e\u6c0f\u505c\u706b\u63db\u624b\u8a08\u756b\u300b(LCTP)\u662f\u7531\u8eab\u5728<u>\u81fa\u7063<\/u>\u7684\u91cd\u5fb7\u5728\u53bb\u5e74\u5e95\u5c31\u905e\u9001\u7d66\u5404\u570b\u7684\u65b9\u6848\uff0c\u56e0\u6b64\u82e5<u>\u4e2d\u5171<\/u>\u4ea6\u652f\u6301\u8a72\u65b9\u6848\uff0c\u5c07\u4e0d\u81f3\u65bc\u8b93\u5404\u570b\u61f7\u7591\u9019\u662f<u>\u4e2d\u5171<\/u>\u8d81\u706b\u6253\u52ab\u7684\u4f5c\u70ba\uff0c\u800c\u4e14\u9019\u662f\u7531<u>\u83ef\u4eba<\/u>\u6240\u63d0\u7684\u65b9\u6848\uff0c\u56e0\u6b64\u5ee3\u7fa9\u800c\u8a00\uff0c\u9019\u4ea6\u7b97\u662f<u>\u4e2d\u570b<\/u>\u4e4b\u69ae\u8000\u3002<\/p>\n<p>\u5728\
